About the Development

Bethanie Housing Ltd (BHL) is proud to introduce an exciting new residential project in the heart of Fremantle. Located at 8 Queen Victoria Street , this state-of-the-art building will be constructed to Silver Level Liveable Housing Design Guidelines, ensuring comfort, accessibility, and sustainability for all residents.

The development will comprise 50 contemporary apartments thoughtfully designed to meet diverse community needs for those 55+:

18 affordable purpose-built apartments
32 apartments for people on lower incomes
There will be 28 two-bedroom, two-bathroom homes and 22 one-bedroom, one-bathroom homes
The six-storey building will also include a commercial tenancy.

Yes, and also a separate laundry. All apartments have been designed to be self-contained and will meet Liveable Housing Design standards, ensuring accessibility and comfort for older Western Australians.

Community housing is available to people whose income and asset holdings meet certain criteria as defined by the Department of Housing and Works.
Bethanie Housing allocates homes to people through the Department of Housing and Works Joint Wait List.

To be considered, applicants are required to register with the Department of Housing and Works and to tick ‘yes’ to the option to be housed by a community housing provider.

Your first step is to visit housing.wa.gov.au and check your eligibility. Once there, you can access application forms.

Once you have submitted your application, it will be assessed by the Department of Housing and Works . If you are eligible, then your name will be placed on the Joint Wait List. This list is managed by the Community Housing providers and Department of Housing and Works.

All Community Housing Providers – including Bethanie - can make an offer of accommodation from the Joint Wait List. When a property becomes available at Bethanie, our friendly Housing Management Team will contact you to discuss rental options and they will assist you with all the necessary paperwork.

At this stage we anticipate Bethanie Fremantle will be ready for occupation by September 2027.

The first method is based on Market Rate . This means rent is set at no more than 74.9% of the current market rate, which means it varies based on local rental prices for similar properties.

The second method is based on income . This means rent is calculated as a percentage of your total household income before tax (your gross income). Generally, using this method, rent is capped at 30% of gross household income. If you get Commonwealth Rent Assistance (CRA) then your full CRA entitlement may be included in the rental calculation.

Bethanie will apply one of these methods according to individual applications. When a property becomes available at Bethanie, our friendly Housing Management Team will contact you to discuss what this means for you.

To apply for social housing, complete the Department of Communities Application Form which can be accessed on the department’s website.

To apply for affordable housing, please complete the BHL Expression of Interest (EOI) and Housing Needs Assessment forms. These documents enable us to evaluate your requirements and ensure you are matched with a home and location that align with your lifestyle, family needs, and financial circumstances.
